Terra-Gen said its 80-MW Lockhart Solar PV IV project reached commercial operations on July 14, closing out a phased buildout that now totals 365 MW of solar and 173.7 MW of battery storage in San Bernardino County. The final phase is under a long-term power purchase agreement with a California load-serving entity and is expected to serve roughly 40,000 homes and businesses a year. Cupertino Electric was the engineering, procurement, and construction contractor.

All four Lockhart phases share the same interconnect: an existing tie line into Southern California Edison’s Kramer Junction substation. That configuration is why the site has been able to add capacity in usable increments rather than waiting on a fresh network upgrade study. Lockhart III (125 MW) energized in May. Lockhart IV brings the solar side to its planned envelope and pairs with the previously commissioned CL I and II battery systems on-site.

For sponsors watching the California interconnection queue drag, the practical read is that projects that inherit existing points of interconnection can still hit COD on schedule while greenfield capacity waits behind cluster restudies. Terra-Gen is jointly owned by Masdar and Igneo Infrastructure Partners, and the phased Lockhart execution has been one of the cleaner recent examples of a single-site solar-plus-storage roll-up in CAISO territory.

Peak construction on Lockhart IV drew more than 220 workers, and the contractor logged over 122,000 hours without a lost-time incident. With Lockhart IV commissioned, Terra-Gen’s next headline California build is the storage side of the expansion; further battery capacity remains on the development slate at the same substation.
